Virginia has distributed more than 40% of its emergency rent relief and is second only to Texas for highest percentage of relief distributed, Benjamin Teresa, co-founder of the RVA Eviction Labs, told me. But even with its impressive distribution efforts, the state is struggling to protect its renters. In the state’s capital, there have been over 7,500 eviction filings since the start of the pandemic.
